CSSP, BTJ hold forum on Con-ass and Cha-cha





Backed with constitutional opinions and beliefs, the College of Social Sciences and Philosophy (CSSP) and Bulacan for Truth and Justice (BTJ) held a forum entitled “Con-ass at Cha-cha, nararapat ba?” last July 22 at the Bulacan State University (BulSU) gymnasium.



The BulSU community with partylists Partido ng Demokratikong Mag-aaral (PDM) and Alliance for Students’ Actions and Progress (ASAP) and some other student organizations attended and participated the said forum.



The audience were welcomed by Dr. Reynaldo Naguit, CSSP dean, with his reminder that BulSU students must be aware of the country’s constitutional stability.



Meanwhile, BulSU professor Marisa Enriquez discussed the history of the Philippine Constitution. Enriquez exposed the audience to the right process of its amendment and revision. She also gave emphasis on People’s Initiative, a direct proposal of a law or amendment to the constitution, which will work with a petition of at least 12% of the total number of registered voters nationwide and which must be approved by at least 3% of every district nationwide.



“Walang masama sa pagbabago…Pero kailangan klaro,” Enriquez added.



Moreover, Congressman Neri Colmenares, one of the guest speakers, started his speech with a question, “Ito bang kahirapan natin ay galing sa Konstitutisyon?” Instead, he denounced President Gloria Macapagal Arroyo and some of her cases with regard to graft and corruption and the Electoral Fund last 2004 or the “Hello Garci Scandal” and pointed out that the President is already immune to such cases. He also presented ways to amend the constitution and insisted how the House of Representatives plays a big factor in doing so. (Kevin T. Rubio)
